The NGO Act. 2016, provides for the establishment of a District Non-Governmental Organisations Monitoring Committee (DNMC) and a Subcounty Non-Governmental Organisations Monitoring Committee (SNMC) in every district.

The NGO Bureau works directly with the DNMCs and SNMCs to monitor and oversee the operations of NGOs and CBOs at the grassroot level. The composition and functions of the DNMC and SNMCs are as follows:

COMPOSITION OF THE DISTRICT NON-GOVERNMENTAL ORGANISATIONS MONITORING COMMITTEE (DNMC)

The DNMC is comprised of:
  1. the Chief Administrative Officer who is the chairperson of the committee
  2. the District Community Development Officer who is secretary to the committee
  3. the District Health Officer
  4. the District Internal Security Officer
  5. a representative of organisations in the district
  6. the District Education Officer
  7. the Secretary for gender and community services
  8. The committee may co-opt technical officers to deal with specific issues.

FUNCTIONS OF THE DISTRICT NON-GOVERNMENTAL ORGANISATIONS MONITORING COMMITTEE (DNMC)

The functions of the DNMC are:
  1. to consider applications for registration by CBOs
  2. to keep and update the register of CBOs
  3. to monitor and supervise SNMCs
  4. to recommend organisations to the Bureau for registration
  5. to advise the district councils on matters of registration and monitoring of organisations
  6. to monitor and provide information to the Bureau regarding activities and performance of organisations in the district
  7. to guide and monitor CBOs in the provision of their services
  8. to implement policy guidelines for CBOs.

COMPOSITION OF THE SUBCOUNTY NON-GOVERNMENTAL ORGANISATIONS MONITORING COMMITTEE (SNMC)

The SNMC is comprised of:
  1. the Senior Assistant Secretary who shall be the Chairperson of the committee
  2. sub county Community Development Officer of the subcounty who shall be secretary to the committee
  3. the sub county health inspector
  4. the Gombolola Internal Security Officer (GISO)
  5. a representative of organisations in the subcounty

FUNCTIONS OF THE SUBCOUNTY NON-GOVERNMENTAL ORGANISATIONS MONITORING COMMITTEE (SNMC)

The functions of the DNMC are:
  1. to recommend CBOs to the DNMC for registration
  2. to advise the DNMC on matters of organisations and CBOs in the subcounty
  3. to provide the CBOs in the subcounty with guidelines to enable them effectively participate in the implementation, monitoring and evaluation of programmes
  4. to monitor and provide information on activities of the organisations in the subcounty to the DNMC
  5. to report to the DNMC on matters of the organisations in the subcounty
  6. to perform any other function that the Bureau shall deem necessary for purposes of giving effect to this Act.
